Sheffield Wednesday Faces Serious Challenges, States Football Regulator

'Our role is integral to football's future' - independent football regulator David Kogan

The team's persistent issues constitute a "significant problem" and the new football authority is aiming to acquire authority to look into club affairs in such situations, the newly appointed chairman David Kogan has announced.

Through a comprehensive talk, Kogan, who was named to the position this week, expressed "sympathy" towards supporters of the Owls.

The regulator engaged with four fan organizations connected to the football team this week.

The Championship side have been facing challenges both on and off the pitch in this season, with the club delaying salary disbursements on several different times, including in last month.

"Evidently Wednesday represents a major concern for the league and a major challenge for the sport," the regulator explained.

"The club represents one of the iconic names for English football and in recent days we have met supporters' organizations.

"Our aim is to acquire the ability... which will enable us to take the club and similar situations referred to us if they require examination and acted upon."

Monetary Issues and Leadership Concerns

Wednesday's embattled owner the current owner stated during the off-season he would be open to selling the club at their home ground, but he has been unable to finalize an agreement with interested parties.

Failure to pay player wages on time in spring months caused limitations by the football authorities in summer, stopping Wednesday from completing any transfers or loans for the following recruitment periods, although the ban was rescinded in August.

Official's Viewpoint

Kogan said: "The job [of the regulator] is there for the Owls followers, other clubs in similar situations where supporters are loyal to a local institution that has existed throughout their lifetimes in multiple situations.

"I have absolute sympathy for the team's plight, as I do for all the clubs that since 1992 have gone to the wall, or been close to going to the wall, for factors unrelated to the supporters."

Questioned about whether the regulator could force an chairman to relinquish a club if they are deemed unsuitable, the regulator answered: "If your question is 'would we intervene in the final instance?', the answer is once we collect the information and understand the situation, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to cooperate with proprietors.

"The final option we would consider is commence engagement with an individual club, an particular chairman, without being able to work with that proprietor to address the challenges confronting the team and the proprietor's dealing with," Kogan said.

"But the truth is, when you examine the past of football, over the last 20 or 30 years there have been some owners, not many, but certain individuals who have acted carelessly in the way which they've been managing their organizations and finally refuse to accept accountability for the future."

'Errors may undo substantial development'

The chairman convened with representatives from 110 clubs to explain the responsibilities of the oversight body this week and stated it constituted a "progressive gathering" with a "substantial involvement" from the grassroots to elite level.

"This position carries substantial significance, because if errors are made, if the world of football gets it wrong, the extraordinary progress that's been made could disappear incredibly quickly," the chairman stated.

"Such an outcome is universally undesirable in the context of the English game is a substantial accomplishment - we need to continue the progress.

"Considerable investment coming into football and has come into football for the past two decades, because certainty is lacking it will keep flowing into the sport, which is among the factors explaining I think we have to maintain a focused outlook on potential dangers and naturally, of the coming seasons."

Elite Division Worries

Top flight officials resisted the formation of an authority because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but Kogan said: "I completely endorse the success and growth as an financial organization of the top division.

"Being fully aware of the apprehension regarding damaging the Premier League as a premium product of England. But at the same time, if you talk to the Premier League after today's meeting, they would have had a significant degree of comfort -and, in fact, they have been advising us privately they have a significant confidence."

Partisan Associations

The chairman continues to confront a "full inquiry" by the Commissioner for Public Appointments after he acknowledged providing funds to the opposition group in recent years.

The official donated money to Secretary of State for Culture, Media and Sport Lisa Nandy's leadership campaign, along with that of the government leader.

"I have fully disclosed my previous political affiliation [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the regulator explained.

"I currently have no participation in any sort of politics."
